Certificate and compliance translation for the Estonian market

Certificate and compliance translation is needed when a product enters a new market, or when a regulator, distributor or contracting authority asks for documents in its own language. We translate EU declarations of conformity, CE documentation, ISO certificates, safety data sheets, licences and test reports using standard terminology and the official EU wording. For a foreign manufacturer selling into Estonia, the first surprise is usually the language requirement: part of the documentation and labelling has to be in Estonian before the product can be sold to consumers.

Estonian is a legal requirement, not a distributor’s preference

Under the Estonian Consumer Protection Act, product information given to consumers must be in Estonian, and foreign-language instructions must be translated into Estonian at least to the extent needed for safe and proper use. Compliance is checked by TTJA, whose market checks regularly find products sold without Estonian instructions.

Chemicals add REACH to the picture: a safety data sheet must be supplied in the official language of the member state where the substance or mixture is placed on the market. An EU declaration of conformity is translated into the language required by the country where the product is made available. Which documents your product group needs in Estonian is worth confirming with TTJA before sales start.

Certificate translation in regulated wording

Wording in declarations and on labels is regulated. Hazard and precautionary statements (H and P statements) are set out in Annexes III and IV of the CLP Regulation in every official EU language; they are not translated but taken word for word from the official text. For harmonised standards, we use the standard’s Estonian terminology where it exists.

A free paraphrase is a mistake here even when the meaning is right. A market surveillance authority compares the text with the required wording, not with the translator’s good intentions.

Safety data sheets: 16 sections and a fixed structure

The content and format of a safety data sheet are set by Annex II of REACH: 16 mandatory sections with fixed subsections, none of which may be left empty. When we translate one, we also check the structure: abbreviations are explained, and any attached exposure scenarios are translated together with the main document. UN numbers, hazard classes and CAS numbers stay unchanged.

Frequently asked questions

Does labelling have to be in Estonian?

Key product information and instructions for consumer goods must be in Estonian. The exact scope depends on the product group, so check your product with TTJA.

Does a certificate need to be certified?

Not for use on the market, as a rule. A sworn translation is usually required by a contracting authority or an institution receiving the certificate; see our sworn translation service.

Who is responsible for the wording meeting the standard?

Legally, the manufacturer, importer or distributor. The translator is responsible for an accurate translation using the official phrases, but does not change the product's classification or decide which requirements apply to it.

Do you work with REACH safety data sheets?

Yes. We translate all 16 sections with the official H and P statements and check the structure against Annex II of REACH.

Does an ISO certificate need translating at all?

Often not: many partners and contracting authorities accept an English certificate. Translate it if the recipient requires it, and ask in advance whether certification is needed.
